Yes, the lamps function mechanically... turn the handle and the gears turn to adjust the position.  Flip the giant lever to turn the lamp off and on (uses a standard wall switch hidden under the steel lever).
For metric units: Scale according to photo #5 above. R
eplace the 1/4 inch material with 6mm,
replace the 11 gauge steel with 3mm
Finished lamp measures
23 inches high when lowered, 33 inches high when fully extended.
